Dr. Emeka Vitalis Obi mni is a seasoned Nigerian public servant and policy strategist whose career reflects a rare blend of technical training, administrative depth, and reform-driven leadership. A trained dental surgeon and a distinguished Member of the National Institute for Policy and Strategic Studies (NIPSS), Kuru, Dr. Obi currently serves as Permanent Secretary of the Federal Civil Service Commission (FCSC). He previously served as Permanent Secretary at the Federal Ministry of Petroleum Resources and the Federal Ministry of Budget and Economic Planning. He brings to the conference a grounded, policy-informed perspective on how effective public institutions underpin energy reform, sustainable growth, and investor confidence across Africa’s energy landscape.
