Dr. Joseph Adebola Tolorunse, PhD, is an accomplished legal expert with an illustrious career spanning over three decades in the energy sector. He is a seasoned negotiator and legal draftsman with significant experience in preparation, review, and negotiation of technical agreements such as production-sharing contracts, joint operating agreements, farm-in and farm-out agreements, deeds of assignment of oil and gas assets among others. His work in due diligence and mergers and acquisitions has been critical in fostering investment confidence and ensuring compliance with Nigeria's complex oil and gas regulatory environment. His extensive contributions to the oil and gas industry have positioned him as a leading authority in Nigeria's regulatory and legal frameworks for petroleum operations.


Dr. Tolorunse’s professional journey is marked by a succession of impactful roles in Nigeria’s foremost petroleum regulatory bodies. Notably, he currently serves as the Authority Secretary/Legal Adviser to the Board of the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA). In this capacity, he leads the Authority’s Legal Services Department and has overseen the drafting and implementation of numerous landmark regulations that govern critical aspects of Nigeria’s midstream and downstream petroleum sectors.


Prior to his time at NMDPRA, Dr. Tolorunse served as the Legal Adviser/ Ag. Secretary to the Board of the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) where he also served as Head of Compliance & Enforcement. In this role, he was instrumental in coordinating, supervising, and drafting several key regulations all of which have significantly contributed to the stability, efficiency, and transparency of Nigeria’s energy market.


Dr. Tolorunse’s unparalleled experience in the oil and gas industry includes his 27-year tenure at the defunct Department of Petroleum Resources (DPR), where he rose to the rank of Deputy Director and Head of the Legal Division. He led the drafting and secured Ministerial approval for numerous oil and gas regulations, such as the Petroleum Drilling and Production Regulations, Marginal Fields (Fiscal) Regulations, and Oil and Gas Fields Unitization Guidelines. His expertise was also pivotal in the enactment of the Deep Offshore and Inland Basins Production Sharing Contract (Amendment) Act in 2019. He was a member of the inter-agency committee on the Petroleum Industry Act, a member of the National Action Committee {Oil and Gas Sub-Committee} on the review of the Africa Continental Free Trade Agreement (AfCFTA). He also served as Secretary to the Top Management Committee of the defunct DPR, as well as secretary/legal adviser to the Advisory Councils on National Data Repository and the Oil and Gas Dispute Resolution Centre at NOGEC, Lagos.
