Ms Eleng Mugabe is an Attorney and Partner at Desai Law Group, one of Botswana’s leading corporate and commercial law firms. She is a highly regarded legal practitioner with over 13 years of specialised experience in corporate and commercial law, mergers and acquisitions, banking and finance, and energy and infrastructure projects.

Eleng is globally recognised by IFLR1000 as a Highly Regarded practitioner in Financial and Corporate Law and M&A and is also ranked by Chambers Global. She is admitted as an attorney, notary public, and conveyancer in Botswana and is a member of the Law Society of Botswana.

She has acted as lead counsel on some of the most significant transactions in Botswana and the region, including large-scale mergers and acquisitions, capital markets transactions, project finance, and energy and natural resources developments. Her experience spans advising sponsors, lenders, investors, state-owned enterprises, and development finance institutions on complex, multi-jurisdictional transactions.

Within the mining, energy, and infrastructure sectors, Eleng has advised on power generation projects (coal and solar), mining developments, project concessions, power purchase agreements, EPC and O&M contracts, and project financing structures exceeding USD 1 billion in value. She regularly advises clients on regulatory frameworks, legal risk allocation and governance considerations for large-scale projects.

In addition to her legal practice, Eleng has strong governance experience. She served as a Non-Executive Council Member of the University of Botswana (2022–2025) and currently sits as a Board Member of the Botswana Digital & Innovation Hub (BDIH).
